High-quality early care and education (ECE) programs have been proven to create positive outcomes among children, especially those living in poverty. But ECE programs operate very close to the financial edge, with little understanding of what the “full costs” are for providing high-quality care. Combining different types of funding to meet their needs results in overly complex financial management practices.
